Bug fixes

• Fixed moving average selector for holiday adjustment columns in dashboard popup charts.
• Show proper error message when dashboard contains an inaccessible tag.
• Fixed issue determining the current day in current_quarter().
• Fixed an issue with predicting quarters from a semi-annual data.
